If someone opts out of sms accidentally is there a way they can opt back in? like send a text to the number the opted out of? or is it just like that forever?

No, unfortunately not. Once you send STOP as a response, you can no longer receive SMS from that number ever again. Best case is we can petition to the provider(Twilio) to release the number.
