I want to remove billing access to my employees but want to retain their other access. Is there a way to do that?

Yes, you can enable/disable billing features to user. Go to admin > select Roles in the left navigation > add a new role or edit an existing role by clicking the padlock icon > enable or disable the permissions you want to modify > click save > Go to Users > open the user account > assign the updated role to the user.
