Marker for validated letters

Originally from ticket #15059.

Our request is to have something that would prevent the tradeline validatation from showing up on those letters. A box that a user can click onto that tells the system not to put that into the dispute letters to the bureaus. 

We need something that will help us send the letters to seem like they came from the customer themselves and not from credit dispute companies.
